Cisco Bug: CSCvs28401 - Agent Greeting fails with cause=47 which is triggered due to recording failure

Description (partial)

Symptom:
Based on the configuration, when Agent answers the call, the calling party is expected to hear a greeting message. BiB is invoked for this greeting to get connected between the agent and calling party.

However, the agent greeting is getting failed from CUCM with cause=47.
This is triggered when the device is enabled for recording using BiB and the recording setup towards the Recorder fails due to any issue from Recorder.

SIPBuiltInBridgeControl maintains a list where CI is mapped to feature id and SsKey/SsType. When multiple features are invoked by same device throughout the call, we will have multiple entries for same CI. 

For this scenario in which agent greeting is failing, this list has two entries - 1 for recording and 1 for agent greeting. Once BIB resource gets allocated for agent greeting, CcSetupReq is sent to SIPBIB. That time we are not able to find primary call as the entries in list is already deleted when recording failed and Bib resource gets de-allocated.

Conditions:
Agent greeting along with phone recording using BiB, wherein the recording is failing from the server side due to some issue.
