Description (partial)

During a refresh upgrade, there is a blue transition screen on the console after timezone data is populated. This screen will stay blue for over 30 minutes. 

If you press CTRL+ALT+DLT you would hit a kernel panic

Upgrading from a version which requires refresh upgrade (for example 11.5.1 to 12.5.1)
