Release-note

Symptom:
On process restart, some EVI moves from non-elected to elected then move back to non-elected. This could lead momentary traffic duplication.

Conditions:
Two PE routers in EVPN A/A with ESI Type-1 (ie ESI learnt via lacp mac-id). Both boxes operate in default service carving mode (modulo). 
Do a process restart and some EVI could move from non-elected to elected then move back to non-elected and this could lead momentary traffic duplication.
