Symptom: sometimes ATA enters provision loop after registration, after several times reboot, phone enters to stable register state. From log, it is the item "Cfwd No Ans Delay" that is changed from 10 to 20, it seems that the new value is not saved to flash, its is timing issue, can not be reproduced in local side.
