Description (partial)

Symptom:
When port is broken out into 4x10G and QSA with SFP is inserted, Breakout Lane 1 is linking up which should not be the case. When a port is broken out and inserted with QSA, breakout config needs to be purged and Native port needs to appear in admin shut state.

Conditions:
If a port is already broken out to 4x10 when a QSA with SFP is inserted.
