Description (partial)

Symptom:
Call is not answered by the called party even though line is free

Conditions:
Due to some type of erroneous internal or external call behaviors, line gets stuck with stale call entries i.e. it could not release/disconnect the call. As a result line hits its configured MaxCall value or BusyTrigger value. Once, line reaches its BusyTrigger or MaxCall limit, it could not handle subsequent calls even though line is free.
