Description (partial)

Symptom:
Incorrect BSS color in the BSS Color Information field of the HE Operation element in association responses sent by the 802.11ax/Wi-Fi 6 AP (excluding C9117) when BSS color is disabled. This could cause client connectivity issues if clients are incorrectly still looking at the BSS color even when BSS color is disabled.

Conditions:
If the global per-band (2.4/5 GHz) BSS color configuration was enabled prior to an 802.11ax/Wi-Fi 6 AP (excluding C9117) rebooting, and the configuration is changed to disabled while the AP is rebooting (before it finishes booting up).
