Description (partial)

Symptom:
After running the command 'utils system upgrade initiate', and reaching the point where we select a file to install, we see the statement.

"A system reboot is required when the upgrade process completes or is canceled.  This will ensure services affected by the upgrade process are functioning properly."

This occurs even for cop files with don't require a system reboot.

Conditions:
Install a cop file which doesn't require a system reboot. The output of the upgrade command will say that a reboot is required.
