Description (partial)

Symptom:
PXEBoot fails with LACP enabled port-channel member interfaces and we see the following symptoms of ports:
  a. Moving between Down -> Individual -> Down states
  b. Going to error-disabled state

Conditions:
a. This symptom is observed during PXEBoot with LACP enabled port-channels with "no lacp suspend-individual" configured
  b. This might be seen when server sends LACP PDUs before completing image download during PXEBoot
