Symptom:
Misson Critical QCI in qci-qos-mapping table gets removed after node reload

Conditions:
1. Mission Critical QCI configured with pre-rel8-qos-mapping in the qci-qos-mapping table: 
qci 65 gbr pre-rel8-qos-mapping 1 uplink user-datagram dscp-marking 0x2e encaps-header dscp-marking 0x2e downlink user-datagram dscp-marking 0x2e encaps-header dscp-marking 0x2e

2. Configuration Save done which changes the the cli keyword alignment as below:
qci 65 gbr uplink user-datagram dscp-marking 0x2e encaps-header dscp-marking 0x2e downlink user-datagram dscp-marking 0x2e encaps-header dscp-marking 0x2e pre-rel8-qos-mapping 1

3. Reload performed with saved configuration
