Symptom:
Multiple local or remote faults are reported by interface driver before line protocol comes up, which is causing delay in link coming UP.

Conditions:
Observed on TurinCR MacSec & Tortin, when interfaces are configured in PCS mode. Trigger is "no shut" of the interface. in case of TurinCR MacSec port moves to PCS mode when we configure MacSec on the port, where as on Tortin, 25G BearValley Phy ports are in default PCS mode and 100G ports are Default Re-Timer mode.
