Description (partial)

Symptom:
Can not ping an  Ipv4 prefix that travels over a IPv6 BGP directly connected  link if the IPv6 next hop is different than the BGP neighbor.

Conditions:
running IOS-XR.  Running dual stack (IPv4 and IPv6 on the egress interface for RFC 5549) for the next hop.
