Description (partial)

Symptom:
To create a read-write user in snmpv3, it must be tied to a read-write v3 group.
The CLI command is "snmp-server group <groupname> v3 auth write <view>"
However, when creating a group via web UI, it does not add the "write" nor the view linkage. 
Therefore any user created on the web UI is a read-only snmpv3 user and it is not able to push. templates via Prime infrastructure.

Need to have the possibility to create read-write users

9800 web UI SNMP v3 user creation
