Description (partial)

Symptom:
BGP IPv6 VRF and BFD IPv6 session remain in down state after a device reload/crash

Conditions:
Happens only in combination of Link-Local IPv6 addresses and BFD. Does not happen when using global IPv6 addresses, or when using LL IPv6 addresses without BFD
