Description (partial)

Symptom:
When the destination IP address is set using a static route recursively through a BGP-learnt EVPN route, traffic from the switch's control plane to that destination is lost.

Data plane traffic through the switch using the same routes works well.
Same bug as CSCvo15505. But fix from there does not work for 9.3(x) train.

Conditions:
Destination address need to be resolved over recursive lookup through a  BGP-learnt EVPN route.
Traffic must be sourced from CPU
