Symptom:
Failure to extract reports for any date that comprises date, month or both values less than 10, when selected language is in Japanese

Conditions:
Log into EPNM selecting Japanese language
Extract Reports under Reports--> 'Scheduled Run Results' with any from/to date comprising date, month or both value less than 10
