Description (partial)

Symptom:
FIB does not installed if multi path existence for the RNH + PIN based route combination.

Example: The below RIB table has multi path (2 PIN & 1 RNH based ) reach to 3001:1::1/128
3001:1::1/128, ubest/mbest: 3/0
    *via 2:2::2, Eth1/17, [1/0], 00:09:01, static  -----> PIN based 
    *via 2:2::4, Eth1/17, [1/0], 00:09:01, static -----> PIN based
    *via 5:5::2/128, [1/0], 00:09:01, static -----> RNH

FIB table must install all the path so that ECMP works but FIB only installing RNH based route.
