Description (partial)

Symptom:
PFS information is not synced correctly to standby router when PFS is used. This can be seen when comparing "show crypto ipsec sa" on active and standby.

Active router shows:

     current outbound spi: 0x8E7D815E(2390589790)
     PFS (Y/N): Y, DH group: group14

Standby router shows:
