Description (partial)

Symptom:
When a UCCX VM is powered on/rebooted, it takes several minutes for services to come up.  Cloud-connect is starting minutes before Informix, so the logs are repeatedly displaying DB connection Errors.  This will make troubleshooting difficult as it is hard to seperate true ERROR level errors from cosmetic timing issues.  An example of the error seen repeatedly at startup is:
2019-11-05 21:24:47.260 EST(-0500) ForkJoinPool.commonPool-worker-1 [ ] [ ] default ERROR com.cisco.dbplugin.io.DBDataCache [ ] DBDataCache.java:190 - Failed to read resource table java.sql.SQLException: com.informix.asf.IfxASFException: Attempt to connect to database server (null) failed.

Conditions:
UCCX Virtual Machine is rebooted or powered on.
