Description (partial)

Symptom:
When there is already ICMP ipv6 access rules for an interface, after adding a new configuration for ipv6 icmp the deployment fails with following error message:

FMC >> no strong-encryption-disable
FMC >> ipv6 icmp permit any 128 now
FTD_nach_repro >> error : ERROR: entry for ::/0 exists
Config Error -- ipv6 icmp permit any 128 now

Conditions:
adding new ipv6 ICMP configuration to existing one
