Description (partial)

Symptom:
In certain case, the BGP throttling mechanism to process incoming BGP control messages may lead to longer timeouts than required. In turn this could lead to slower convergence issues when the peer is faster than the current node.

Conditions:
This has been seen when doing router upgrades and there are flaps in the peering establishment.
