Description (partial)

Symptom:
In a delayed offer call, CUCM sends two crypto lines in the ACK. When this defect was initially discovered, TAC found that there was no match in capabilities between CUCM and the far end, so the call would have failed either way, however, CUCM should not be sending two crypto lines in the ACK.

Conditions:
1) Secure call via SIP trunk
2) CUCM attempting to allocate annunciator for ring back
