Description (partial)

Symptom:
Sometimes, different devices (of one specific client type) are failing to associate, and we confirmed with AP debugs and OTA captures that the 1850 AP is not responding to initial dot11 Open Authentication frames, or to (re)association frames.

Conditions:
- AireOS 8.5.151.3. Issue seems to be happening only with AP model 1852 and not load related.
- SSID just doing Open Authentication for handheld devices.
- WLAN for 5GHz ONLY.
- FlexConnect setup with this SSID doing local switching (FlexConnect Central Association is DISABLED).

- Issue happens only if 6Mbps data-rate is disabled.
- Issue is only confirmed on UNII-2 extended channels.

- All tested clients seem to connect fine all the time. The Theatro client devices using the following wifi card with customized drivers are the ones that sometimes work, sometimes fail:
