Description (partial)

Symptom:
SPA card interfaces of SPA-1CHSTM1/OC3V2 provisioned as T3 goes in down/down state post IOS upgrade.

Conditions:
SPA card boots up successfully without any errors but all T3 provisioned interfaces goes in down/down state.

Few extra configuration lines comes up post upgrade which can't be un-configured.
