Description (partial)

Symptom:
Observed QOS drops inbound and outbound on bundle sub-interface.
After removing QOS policy in both the inbound and outbound direction, the drops stopped.
Appeared again after putting the policy again on the interface.
Policier drops on class in both directions, which had a priority queue and a policer.

Conditions:
This issue happens after enabling "hw-module all qos-mode bundle-agg policer" globally and using the SPI feature. 
It only affects classes with a policer.
Qos is only correctly installed on the first active interface of the bundle. If we have a second active interface, traffic will be dropped on that interface. If we have a standby interface if for any reason it becomes the active interface, it will drop traffic.
