Symptom:
Current auto qos policer for VOIP signaling class is 32kpbs

class AUTOQOS_VOIP_SIGNAL_CLASS
  set dscp cs3
  police 32000 8000 exceed-action policed-dscp-transmit

According to According to CUCM 12.x  SRND document:

"For LAN access port policing we recommend setting the value to 80 kbps or more, depending on the expected signaling spikes from various use cases. (Older documents recommend 32 kbps, but this is no longer the norm for many signaling use cases)."
