Description (partial)

Symptom:
The issue is reproducible with below steps situation:
- New N3k running with U6.x code
- Perform install all upgrade from U6.x to I7.x code
- Perform write erase and reload
- setup the device and perform "copy run start" and reload.
- The switch stays in loader prompt since there is no boot variable set and device needs to be booted up manually

Conditions:
Only if code upgrade from U6.x to I7.x and write erase /reload done.
No issue if the device is running U6.x code or I7.x code.
