Description (partial)

Symptom:
After rebooting/rejoining an 1815w connected to a 9800 controller, the enable/disable status of the LAN ports will not properly resume previous state.

Conditions:
Performed multiple tests with the RLAN ports in various state configurations and I was seeing very different results pending reboots.

Examples:
Configured: 1-UP 2-DOWN 3-UP
Status after reboot: 1-DOWN 2-UP 3-DOWN

Configured: 1-UP 2-UP 3-UP
Status after reboot: 1-UP 2-UP 3-DOWN

Configured: 1-UP 2-UP 3-UP
Status after reboot: 1-UP 2-DOWN 3-DOWN

Configured: 1-DOWN 2-DOWN 3-UP
Status after reboot: 1-DOWN 2-UP 3-DOWN
