Description (partial)

Symptom:
Cisco Network Registrar Caching DNS server may not use its configured exceptions and may instead try to resolve a domain name using root hints.

Conditions:
The Authoritative DNS server's zone does not have the glue (address) information for the zone pointed to by the exception.
