Symptom:
Multiple switches crash and generate a core file at same time when applying an NTP policy.

Conditions:
Issue has been repro'd in these conditions:

1. Have existing NTP providers configured and enabled. In this case pool.ntp.org is one of them.
2. Disable NTP policy
3. Delete NTP provider pool.ntp.org
4. Reconfigure ntp provider pool.ntp.org.
6. Enable the ntp policy

This has been consistently reproduced if timeserver is set to FQDN pool.ntp.org (or 0.pool.ntp.org). This issue is not seen if the NTP provider is configured to be an ip address rather than FQDN. It is also not seen when the FQDN is used with other ntp provider servers. Only reproducable with pool.ntp.org.
