Description (partial)

Symptom:
-  When creating a Site-to-Site VPN, an error is seen if the remote network is a supernet of the local network
-  Ex.  Local Network: 192.168.26.0/24   Remote Network: 192.168.0.0/16
-  Error seen: "The IP Address setting conflicts with an existing interface"

Conditions:
-  Hub and spoke topology
-  Spokes create one tunnel to hub
-  Traffic between spokes go through hub
