Symptom:
Symptom 1: Access point suffers a "Beacons stuck" condition; messages similar to the following are seen in the log:
[*12/03/2019 21:53:32.9513] DOT11_DRV[0]: Beacon Stuck - reset radio for recovery
[*12/03/2019 21:53:32.9514] DOT11_DRV[0]: *** Triggered FW assert for radio failure (Beacons stuck)

Symptom 2: AP radio is on channel 36, even though the WLC thinks it's on a a different channel.

Conditions:
Seen only on a C9130 model AP.
