Description (partial)

Symptom:
kernel panic in fcpc process in Nexus56128P running 7.3(6)N1(1). This lead to switch reload.

Conditions:
From the kernel stack-trace, this seems to be a very corner case where fcpc was, in interrupt context, reading registers to get stats of FC interfaces. Before this could be processed completely, there came another interrupt to receive FC2 packet and before this could be processed completely, there came an apic_timer_interrupt.
