Description (partial)

Symptom:
Both side l3out route peering doesn't work
Service graph incorrectly raises a fault when Both side l3out route peering is enabled.
The error message is "Only the last node's internal leg that is facing provider can have l3Out enabled Tenant" on F0758 and "Configuration is invalid due to invalid l3Out service leg config" on F1690.

Conditions:
Both side l3out route peering doesn't work
Service graph incorrectly raises a fault when Both side l3out route peering is enabled.
