Description (partial)

Symptom:
When gRPC, ZTP, or a Third Party Linux application tries to connect to a remote device, reachable via a connected route over an inband interface, the connection fails.

Conditions:
The problem only affects Linux applications.  This includes the IOS XR ZTP and gRPC applications, as well as native Linux applications (including those running in docker).

The problem is unlikely to be hit unless a large number of Bundle or VLAN interfaces are configured.
