Description (partial)

Symptom:
When customer shuts down TenGigE0/0/1/2, all the static routes whould be removed from rib. Following two static routes will be removed because of track 10GIG. Hence RIB should have route pointing to Null0. 

Currently its not pointing to Null0 post the shut of TenGige Track interface.

Conditions:
Config for same next-hop:
Have null0 with distance of 15
Have different phy if with distance 1 with Track
Shut phy interface and check the route as static misses to Null0 in Route
