Symptom:
Standby RP stays in NSR not ready state after Rack OIR. show redundancy summary shows error similar to
5/RP0/CPU0      5/RP1/CPU0 (Node Not Ready, NSR: Not Configured) and
show redundancy location 5/RP0/CPU0 shows status similar to:
238   5/RP1/CPU0          gsp Finding gsp sequencer for gsp_global

Conditions:
After Rack OIR in a Multi-Chassis CRS system, in some rare conditions when  control messages from standby RP in that rack sees  control-ether drops, then that standby RP may remain in NSR not ready state.
