Description (partial)

Symptom:
After the application fault on SNMP service, WSA will returns incorrect value for SNMP polling.

WSA keeps responded with same value after fault. But the responded value was not changed until restart SNMP service.
(Example: value of "percent memory utilization" keep same value even "RAMUtil" value in shd_log was dynamically changed.)

Conditions:
After the application fault occurred on SNMP service process.
