Description (partial)

Symptom:
If an endpoint's profile updates, and that profile is using a condition that includes IP address or subnet, COA's that should force this endpoint to re-authenticate and get a new policy aren't sent.

If you check profiler.log, you'll see the following log for the COA's that should be sent " [ise-Replayer-1][] cisco.profiler.infrastructure.profiling.CoAHandler -::- CoAHandler Received Duplicate - CoAEvent ignored for MAC: <mac>".

Conditions:
ISE nodes utilizing profiling on the following version/patch.

2.4 P10
2.6 P3
2.7 FCS

This affects profiling policies utilizing ip addresses as one of the conditions.
