Description (partial)

Symptom:
SNMP timeouts every time they poll the entSensor MIB.  Likely, a SNMP-3-RESPONSE_DELAYED error message will be seen in the logs refernces ensSensorMIB

Conditions:
Network management system is polling device with SNMP.  

At least one transceiver is installed.

This only applies to catalyst 9500 and catalyst 9600.  A similar issue was fixed for catalyst 9300 and cat3k's by CSCvi48988
