Description (partial)

Symptom:
Error seen while adding new AC Rule - "Rule Name already exists"
Even though error is seen, in the background, rule actually gets created with the rule content user had entered.

Conditions:
This issue is seen with following two conditions - 

1. User is using 6.4.0 Firepower Management Center (freshly installed/upgraded) or in any 6.4.0 patch setup 

2. User have configured ?Comments on rule change? as ''Required'' setting under System-> Configuration-> Access Control Preferences.

With this condition, when user clicks on save button, two save requests are sent in the background. With the 1st request rule is already created where as for 2nd request we get error - "Rule Name already exists"
