Description (partial)

Symptom:
When deleting a root NDG with no device associations or child groups, an error messages is returned claiming the NDG cannot be removed because there are devices associated with the group.

Conditions:
1. Create a new root NDG with 2+ child groups. 
2. Associate a device with one of the child groups using the API
3. Remove the device association using the API
4. Attempt to delete the NDG through the API or WebAPI
