Description (partial)

Symptom:
When IOS-XR sends IPSLA probes to other devices, it is using the IP address of the next-hop interface, instead of using the configured source address in probe.

Conditions:
IPSLA operation is configured to use fixed loopback address (10.200.0.1) instead of next-hop interface address.
