Description (partial)

Symptom:
Dead air observed in onnet calls through SME that end up in H323 PSTN

Conditions:
CUCM Leaf A & CUCM Leaf B using different preferred codec in the audio codec preference list for the originating and terminating devices.
Both CUCM Leaf and SME with Accept Audio Codec Preferences in Received Offer = on
Best Effort SIP Early Offer in the Leaf towards SME but not in the other direction.
Originating Device is SIP.
