Symptom:
Timing driver process reloads constantly, producing a core file

i.e. 
- 1 root root 50331 Oct 25 14:07 timing_driver_3333.by.6.20191025-140731.sysadmin-vm:0_RP1.74a28.core.txt

when PCI errors are detected in the timing FPGA, producing these log messages:
