Description (partial)

Symptom:
In IMR2, MSO is managing the additional flags (export-rtctrl, import-rtctrl, import-security for both scope/aggregate) for External EPGs. To enable "import-rtctrl", APIC today mandates the user to first enable the corresponding flag on its L3out. These L3out flags are not managed by MSO today. So if user enables "import-rtctrl" on MSO, APIC accepts this configuration via backend even if L3out's "import-rtctrl" is disabled.

Conditions:
Seen after upgrading to IMR2.
