Description (partial)

On resuming an in-flight VIM connector update transaction (e.g. deleting VIM user) the internal ESC work item associated with the transaction can enter an infinite loop.  The infinite loop triggers log flooding causing a critical database partition to be exhausted.  Once exhausted, key database operations can no longer be performed causing deployment operations to fail.  New deployments can not be performed; existing deployments can not be updated or undeployed.
