Description (partial)

Symptom:
A Nexus 7000 or 7700 device utilizing an ACL capture session with an oversubscribed destination interface will experience packet loss of data plane traffic when using a Network QoS policy with the default burst-optimized mode.

Conditions:
+++ Nexus 7000 or 7700 device
+++ ACL capture session configured with a specific destination interface that is oversubscribed
+++ Network QoS policy applied to the default/admin VDC of the device utilizes the default burst-optimized mode.
+++ Incrementing input discards are observed on one specific interface per ASIC, regardless of the status (up/up, down/down, xcvr not inserted, etc.) of the specific interface.
+++ Packet loss for data plane traffic that should traverse the device is observed.
