Symptom: Inexistent QoS policy-map can be applied to a virtual interface if it's not associated yet to any physical interface. Example of a BVI that's not bound yet to any physical interface: RP/0/RP0/CPU0:ncs5501#sh run formal | i BVI10 Building configuration... interface BVI10 interface BVI10 ipv4 address 22.214.171.124 255.255.255.0 RP/0/RP0/CPU0:ncs5501#sh run policy-map Non-Existing % No such configuration item(s) RP/0/RP0/CPU0:ncs5501#conf RP/0/RP0/CPU0:ncs5501(config)# RP/0/RP0/CPU0:ncs5501(config)#interface BVI10 RP/0/RP0/CPU0:ncs5501(config-if)#service-policy output Non-Existing RP/0/RP0/CPU0:ncs5501(config-if)#commit RP/0/RP0/CPU0:ncs5501(config-if)# As a consequence, interface manager may continuously report errors while trying to configure additional virtual interfaces: RP/0/RP0/CPU0:Oct 17 06:24:50.279 UTC: ifmgr: %PKT_INFRA-IFMGR-6-IMPLICIT_DOWNLOAD_FAIL : After 833 minutes of retries, implicit download of 18 interfaces is still failing (first intf Null0, error: Success) Show commands related to interfaces that are still pending download by ifmgr are resulting in a sysdb error: RP/0/RP0/CPU0:Oct 14 14:46:47.772 UTC: sysdb_svr_local: %SYSDB-SYSDB-6-TIMEOUT_EDM : EDM request for 'oper/show_int/vlan/if/Bundle-Ether1018' from 'intf_mgbl' (jid 1243, node 0/RP0/CPU0). Possible use cases: 1.1) BVI: BVI interface is not bound to any bridge domain with configured attachment circuits. 1.2) Bundle-Ether: Bundle-Ether interface is configured, but without any members. 1.3) PWHE: PW-Ether interface is configured, but it's not bound to any generic-interface-list. 2) Inexistent QoS service policy is applied to the virtual interface. All DNX platforms are affected: NCS5500, NCS5000, NCS540, NCS560.
