Description (partial)

Symptom:
On a MSDR system, RPFO was triggered by reloading B1/CB0 using hw-module location B1/CB0 reload command on admin.
On RPFO, ISIS protocol flap and adjacency loss was observed as RPFO.
Graceful RPFO should not cause control plane disruption and protocol flaps.

Conditions:
MSDR system that has multiple XR VM on the card being reloaded
